NEVADA – GENERAL COMPETENCY REQUIREMENT
Effective January 1,2016, Welfare & Institutions Code S 634.3 (hereinafter WIC) was added to require attorneys appointed to represent youth in delinquency proceedings to receive training and education, essentially mirroring a similar requirement that had been in existence for years in dependency matters. California Rules of Court, Rules 5.663 & 5.664 (hereinafter CRC) were promulgated in response to that statute setting forth what training and education was required. The language in WIC 634.3 and CRC 5.663 and 5.664 clearly indicates they are referring to the duties and responsibilities of “child’s counsel”, and the training requirements for “children’s counsel”.
